CADDO PARISH, LA (KSLA) - Two employees of a Caddo Parish scrap metal company ended up under arrest because the Sheriff's Office said they were breaking business laws.

55-year-old Willie Young and 54-year-old Shelby Rogers worked at Top Dollar Scrap and Recovery, located in Oil City.

The Sheriff's Department says the business has been open about four years. In that time, investigators say the business has violated scrap metal laws on numerous occasions. The laws are meant to protect property owners.

Detectives learned about the latest violations during a felony theft investigation. They found out the business had bought stolen items but didn't tell authorities and didn't take pictures of the stolen metal.

Young, who is the on-site manager, was charged with failing to make a daily report of purchases and not having pictures or other records of items the business purchased.

Rogers, who is the company's cashier, was charged with paying cash, not with a check or money order which is required by law.
